[Potlatch-dev] Can't get into potlatch

For the last half hour or so, I've been trying unsuccessfully to start
potlatch. I either get stuck on "loading presets", or if I get past that, I
get:

An unusual error happened (in 'whichways'). The server said: uninitialized
constant ActiveSupport::Multibyte
----

That happens as it displays the nearmap imagery. I've tried chrome, FF and
IE.
