[Potlatch-dev] Proposed=*, construction=* in PL2

Hi all,
  Within the current map_features.xml structure, I don't think there's
an elegant way to handle things under construction, or proposed:

highway=proposed
proposed=tertiary

>From a user perspective, you really want the mental model to look more
like this:

highway=tertiary
status=proposed

That is, the user would mark the way as a normal tertiary road, and
then somewhere specify the status.

I'm not sure what would be required to allow that, but possibly some
drastic re-engineering of map_features.xml.

Anyway, just thought I would mention it, in case anyone has any ideas
or solutions, or wants to put it on a todo list.
