Komzpa has also been working on a MapCSS-to-Mapnik parser.

Halcyon, Potlatch 2's rendering engine, can run outside of Potlatch 2. 
(It's a significantly smaller component, too, because it doesn't have 
P2's Flex dependency.) But right now I need to do a bit of testing as 
I'm not sure that rapid P2 development hasn't left standalone Halcyon in 
a slightly fragile state. :)

The instance at www.geowiki.com is running against the live OSM db. If 
you open that, then "view source" on the embedding HTML file, you'll see 
the relevant parameters for talking to osm.org.
