I used to think that - and, in fact, P1 didn't have a drag way function 
- until someone (SteveC, I think) suggested I try editing some TIGER 
data. Turns out that editing TIGER is _mostly_ about dragging ways.

The behaviour is actually click-hold-drag and the challenge is to get 
the "hold" duration right.
