 Having the Mapdust bugs layer appear before everything else can be
 unsettling to users unfamiliar to P2 given that some of it seems to be
 implementation issues of navigation clients rather than actual OSM issues.

 If there is some way to control layer loading explicitly, then I would
 suggest putting bug layers later, or perhaps loading them according to
 some order relative to bug quality and therefore relative usefulness to
 the user.
