 When I select "Add to" on a way, I get a list of relations that I can
 select from. It's not clear how the list is created, but I'll guess it is
 all relations within a certain radius?

 Sometimes I want to add a way to a relation which already exists but does
 not feature in the list. I'm thinking particularly of cycle routes here.
 This can occur because the route that should be taken through a town is
 disputed, so there is signage up to one side of the town, nothing through
 the town, then a continuation on the other side. Or it can just be because
 mappers have surveyed two disjoint sections but not yet the section in
 between. This may also occur with long-distance paths.

 If the relation is not in the list, I don't know a way to add it manually.
 I can only either create a new relation or use a different editor.
