[Potlatch-dev] Potlatch 2.3

Hi!

Time for the next round of feedback.

I did another update, using random.dev this time again. It seems current and
my instance is working.

I tried the assets feature and it seems to work nicely.

Only the locale remains a problem. I copied from osm.org and used  
args["locale"] = "de_DE";
but the editor remains in English and the help window shows a locale=null
below the version number (2.3-115).

What does the locale=null mean? Is the parameter somehow lost or are the
locale files not found?
