 IMHO the conflation between "building" and the institution that occupies
 it was a bit of a mistake. The situation where the boundary of a building
 is exactly the boundary of the church/restaurant/service station/whatever
 is actually quite rare.

 The situation you're describing was my partial fix. Probably we should
 completely remove the category of "buildings", and have a separate feature
 for building=*.
