 A couple more points:

 User reports of missing maximum speeds will always have the disadvantage
 over an internal audit of missing or badly formatted maxspeed tags that
 they relate to the database as it was when the road was reported and not
 as it is today.

 When there are two reports in the same place an unreadable smudge is
 displayed.
