 1) Drag an existing way node aBc over another way node dEf
 2) Press 'J'
 3) Expected behaviour: B and E merge, forming aBc and dBf
 4) Current behaviour: either dE splits or Ef splits, forming dBEf or dEBf.

 (In this hastily made-up notation, aBc is a segment of way with a node at
 B.)
