[Potlatch-dev] FW: PS ref licensechange plugin

I've not created a trac ticket yet, but Frederik suggests that there
is the same bug in the P2 licence check code as I identified in the
JOSM licensechange plugin, namely that not all ways return a
version="first" element from the wtfe.gryph.de service. I don't
really know how I'd even test this on P2 to see what happens, but
thought I'd mention it here in case anyone wants to check.

Thank you for that detective work. There was a bug on the server and
I 
managed to fix it now. The bug affected Potlatch2 as well but it
seems 
that P2 reacts less upset if it doesn't get a "first" version.

I'll fix the strange nothing-visible-when-selected bug in the plugin
and 
then release it.
