[Potlatch-dev] Customizing Potlatch2

The OSMCP project at the USGS (http://navigator.er.usgs.gov) has hit the
point where I need to start making code changes to Potlatch2. Specifically,
we are about to start rolling out the project to many more users and we want
the UI to be as simple as possible. Right now we are only collecting
structures (point features). So I have two mods I'm going to make:

1. Disable the toolbox (it's all for ways)
2. Disable the ability to create or edit ways and relations.

My hope is to do this as cleanly as possible so I can merge the changes with
future updates of Potlatch2. Ideally, I'd like to make both features that
can be configured either through parameters passed at launch or set in some
config file. If anyone has attempted this sort of thing, please let me
know!

I haven't decided if it's worth trying to maintain a separate code base or a
branch in git. Until I figure that out, I'll provide the code upon request.

Also, there are lots of little configuration changes that it would be nice
to set in a config file. Maximum Zoom is one of the first that comes to
mind.
