 See also this patch which seems to add repeat to potlatch 2:
 http://trac.openstreetmap.org/changeset/21556

 As of potlatch 2.1-21 the feature appears as "R Repeat tags" under
 "shortcuts" in "help", but does not work, at least not on Linux/Google
 Chrome or Linux/Firefox.
