IMX this is almost always to do with large relations - presumably the 
integrity checks on the server. Certainly P2 just gives the changeset 
XML to Flash Player to give to the API, and waits for the "ok" message 
to come back.

The only departure from the norm is that we explicitly override the 
timeout in case the server is being very slow. Even then, I suspect FP 
may sometimes give up silently without telling P2.
