 Currently, Potlatch 2 marks a node that's involved in any turn restriction
 relation with a white circle with a red line. If a turn restriction
 (specifically, no_u_turn) is created with way as the "via" member, there
 is currently no visual indication.

 I could see it done in one of two ways:

 A. Place the same white circle with read line in the middle of the way
 that the "via" member (these ways are usually very short).

 B. Place a slightly modified (or even unmodified) circle with red line on
 the node where "from" way intersects the "via" way.

 Either way would be a great improvement over the current situation.
