[Potlatch-dev] New docs

I've documented the map_features.xml file at

which should help PierZen and anyone else seeking to set up their own
presets file.

I've also slightly updated
   http://wiki.openstreetmap.org/wiki/Potlatch_2/Deploying_Potlatch_2

to reflect the new, svn-free world.
