That is correct - there is a sort of central repository in that there is
one which has the code as deployed on www.osm.org.
My point was not really about that though, but rather about the fact
that the whole trac installation can only reference one repo, which is
currently our svn repo.

Sure - you can browse the master repository of what is deployed on the
main web site here:
http://git.openstreetmap.org/potlatch2.git/
and you can see what (for example) Andy is working on here:
