Tom's right.

The api06.dev.osm.org server has very very little data on it. It is only 
an application testing server. It does _not_ have a copy of the real OSM 
database. That's why you're not seeing any data - because there isn't 
any in the database for that location.

If you point your test instance at 51.8762658, -1.4946779, where there 
is some data, I hope you'll find it works fine.
