[Potlatch-dev] Alternate look and feel

"Skinning" Potlatch would be fantastic. I'm trying to fine-tune the look &
feel of the USGS OSM instance. Still have some really big things to
correct. Potlatch's general look isn't a priority.

Some things that would be great to be able to do at run-time is disable
certain things, like:

1. Specify a Map Style and default Background that can't be overridden by
the user.
2. Remove GPS Data, Map Style, Background and Option buttons.
3. Turn off the Toolbox
4. Disable the ability to create anything other than nodes.

I realize these are all not really "skinning", especially #4. But this
would help create purpose-built Potlatch instances.
