 Steps to reproduce:
 1) Create two ways, sharing an edge both areas, tag one as landuse=xyz
 another as landuse=abc
 2) Click to create a third way starting at a new node
 3) click one of the nodes on the shared edge
 4) click half way along the sharde edge
 5) click the other node on the shared edge.

 Expected results: The new way is created, the first node is newely
 created, the second is the preexisting node, the third is created and
 added to *all* ways, the fourth is a preexisting node.

 Actual results: the third node is created only on the first created
 landuse way and the highway way.  It is not added to the second created
 landuse way
