[Potlatch-dev] [i18n] (pull request) p2: working internationalize/localize

Hi forks,

After couple of weeks study of flex and tackling to the code,
I finally success to i18n-ed potlatch2. (I believe)

#sorry I cannot make time to talk it with you on SotM11..

It is because I decide myself to setup potlatch2 on OSM Japan site for
Japanese users.

I think I can help pin down it.
I wanna take this ticket and smash it at FOSS4G codesprint this
weekend(17, Sep).

This repository at least my environment, ubuntu natty 64bit, FF6.0,
works fine.
It also MacOS Lion and Chrome is fine.
