#4020: Add a validation in Potlatch to stop adding two-way roads ABCBA

Can you please add some logic - validation, for example - to prevent users
 from drawing roads like this:
 http://www.openstreetmap.org/browse/way/131076046
It's not just a single case, but all over the place. Most novices draw
them like that. For long roads they actually trace them twice:
ABCDEFGFEDCBA. Is it a potlatch bug or a misunderstanding in the
interface? In either case, something should be done with it.
