 See https://trac.openstreetmap.org/ticket/3362#comment:5 . It's a problem
 that needs addressing but I would rather this were handled by better
 explanatory text, perhaps context-sensitive if you're deleting lots, than
 a modal dialogue that is displayed to absolutely everyone on first upload.
