Comment:

 You can blame the Germans for that one. When they invented the tags, they
 used "power=generator" for what we would call a power station/power plant,
 "power=station" for what we would call a substation, and
 "power=sub_station" for what we would call a transformer. It sucks. But
 that's the way it is, last time I checked.
