 I'm adding a pedestrian crossing with a "within" restriction that limits
 it to highway nodes.

 1) Pick a non-highway node (eg, a node on a leisure=golf way)
 2) You can still choose it from the drop down list of features
 3) Once selected, it is not recognised.
