[Potlatch-dev] "Designation" tag on most map features

Ah, ok, it's one of those "currently used by X region, but could be
used by others". Hmm. I wonder how we can better communicate this in
the interface. "free-form" tags are tough like that - because the
interface can't give any guidance at all.

Looking at the voting page (huge string of oppose votes) and the
discussion on the Tagging list (3-4 March 2011), it looks like there
are some pretty serious issues with it. Are you really sure this
should be exposed in the simple editor?
