Yes, new users sometimes add roads and paths that don't connect to other 
roads and paths.  The tricky bit is how any editor (which by definition, 
they've never seen before) can persuade them not to without scaring them 
off.  It's easy to say "X is wrong" without suggesting an alternative - 
often "X" was was chosen as the least bad option of several others that 
would have been worse.

New users who are thinking in terms of the (default Mapnik) map rather 
than the data won't know that connected data is at all important - why 
should they?  Locally I've not found that new users rarely do it after 
the first week or so (provided, of course, that someone gets in touch 
and politely and tactfully tells them about it).
