 A simpler example, where the ways involved are not all oneway, is the
 intersection of 20th and Guerrero in San Francisco.

 There are signs facing both directions forbidding U-turns on Guerrero
 (i.e., from Guerrero and to Guerrero), which is divided.  20th is not
 divided.
