 With background layer as Bing, edit:
 http://www.openstreetmap.org/edit?editor=potlatch2&gpx=1220134

 The toolbox is visible in the bottom-left and corner of the window.

 Zoom in twice.  The toolbox jumps half-way up the window.

 Switch background from Bing to OSSV.

 The toolbox stays where it is.

 Switch background back to Bing.

 The toolbox disappears.

 This is on Windows 7, a 1680x1050 dispay, with Firefox 15.0.1 using around
 90% of the height of the screen.

 about:plugins says:
