 The toolbox disappears if you just move the map.
 The new banner at the bottom of the Potlatch 2 page was when this started.
 I view the banner as an ineffective way to help new users, so I'd be happy
 if the whole thing just went away.
 If we want to help new users, a drop-down menu at the top, next
 to"Background" and "Map Style" would seem like a good way to do it. Link
 the drop-down menu to basic parts of the Wiki. Currently, there is no link
 to the Wiki on the Potlatch 2 page (why??). This would seem to be a good
 way to start.
