#4644: Needs HTTP proxy support

I am attempting to use Potlatch 2 on an Ubuntu Linux system, running in
the Chromium browser, at a site that requires use of an HTTP proxy to
access any external server on port 80.

When P2 starts up, the map never appears---the map area stays blank.

I believe this is due to the proxy requirement, as P2 works fine for me on
other systems that don't have to connect through a proxy. (Note that other
Flash applications deal with the proxy correctly, too.)
