#4652: Automatic "building=yes" for some node->way conversions in Potlatch

I have recently discovered the shift-click operation in Potlatch2 to
convert a tagged node into a tagged area. This is very useful, but it
doesn't turn that area into a building, which for many if not most types
of nodes (e.g. almost anything with amenity=* or shop=* set) is
incorrect—so the "default path" for the user yields incorrect tagged data,
and rather than improving the rendering it actually degrades the rendering
(since now the amenity won't show up at all). This seems suboptimal.

It would be really nice if when I convert a node to a way, at least if
it's a shop or amenity or anything like that, for Potlatch to
 automatically set building=yes.
