 Some time ago, the default background layers on osm.org, when editing with
 potlatch2 are gone.

 That's very bad, because background-layers have to be added every time
 manually, when opening potlach2. Furthermore added backgrounds are removed
 every time after closing the website, so no one can work effective
 anymore.

 ID on the other side has still a list of all available background layers.
 It shouldn't be a technical challenge or licence problem to reactivate it
 in potlach 2.
