Why list as bug owner

Simple - it makes the bug visible to a wider range of people.

Those people can then help to triage the bug, provide patches or whatever.

If somebody plans to work on something that's going to take a while they 
can also assign it to themselves to show that, and take it out of the 
pool of bugs needing somebody to work on them.
