As Shaun said, without it there is no way to access the global list of
traces. How useful that list is I don't know.

Well from my point of view small changes make reviewing things easier
especially while people are still getting up to speed.
Larger projects, especially where multiple people are involved, really
need somebody to take charge of curating the project and collecting
everybody's edits together in a single clean set of patches which can
then be considered for merging and it's not clear to what extent we have
people ready and able to take on that kind of role at the moment though
it is definitely something I want to develop.
