[openstreetmap-website] Require version 0.4.0.1 of the oauth-plugin gem (c2447e5)

As the commit comment says, it was a special local build as I couldn't wait for an upstream release.

See pelle/oauth-plugin#116 for the fix which it includes and which I am trying to get upstream.
