[openstreetmap-website] Move sidebar JS to application bundle (#76)

Merged. I didn't want to explicitly tie the sidebar code to the map resizing, so I replaced that bit of template substitution with an event driven mechanism so that the hard wiring of `resizeMap` wasn't necessary.
