 I'm definitely seeing the same effect as you, which is odd, as it seems to
 work from the console:

 irb(main):010:0> I18n.l(DateTime.now - 1.month, :format => :long, :locale
 => "de")
 => "Samstag, 14. Januar 2012, 14:32 Uhr"
 irb(main):011:0> I18n.l(DateTime.now - 1.month, :format => :long, :locale
 => "de-AT")
 => "Samstag, 14. Jänner 2012, 14:32 Uhr"

 Suspect it must be choosing the wrong locale when matching user language
 preferences against the available locales.
