If these large, sparse changesets are from consecutive MR sessions,
perhaps MR and P2 / JOSM can agree with RemoteControl on a way to
"start at this location but close the current changeset first".
That would prevent me from adding a MR edit to a survey edit, and
prevent me from running 10 consecutive MRs all over the country in one
large sparse changeset.
