[openstreetmap-website] Fixing typo and outdated information in config/example.*.yml (#156)

Fixed a typo and updated a link to a wiki page that disappeared in 2009.  Changed a recommendation to use PostgreSQL 8.3 to be a little more contemporary/progressive.  I don't know what the preferred version is; I'm running 9.1 on my laptop and 9.2 on my desktop, and I double-checked my recollection that 8.3 is slated to be End-of-Lifed in Feb 2013.
