 The new leaflet based slipply map has an issue on the fairly popular
 Dolphin browser on Android. Both the zoom contraols and the layer switcher
 are obscured by the tiles. This seems to be a z-index issuse since both
 controls can briefly be seen before the tiles are loaded and displayed.
