[openstreetmap-website] Make active highlighting work properly again (b507f6c)

Can we rejigger this not to swap between `site-index` and `site-export` (rather, add and remove some other class)? I'd like to keep the _controller_-_action_ body class constant to so that [this works](https://github.com/jfirebaugh/openstreetmap-website/blob/d1312baf7f96faef69513eb7218931659baf7e0f/app/assets/javascripts/resize.js#L38-L40).
