[openstreetmap-website] Add iD editor (#225)

Well I'm entirely open to suggestions for alternate approaches to getting it to use the assets pipeline...

I've deployed it on http://tomh.apis.dev.openstreetmap.org/ for testing anyway.

There do actually seem be a couple of images that are evading the assets pipeline at the moment: `bing_maps.png` and `loader-black.gif`.
