[openstreetmap-website] Notes Disappear on Cache Refresh (#237)

If one creates a note and then refreshed the cache (CTRL + F5), the notes disappear despite still remaining in the correct area/zoom. The only way to make the notes reappear is to click 'add a note' and then close the new note.
