[openstreetmap-website] notes feature. A few cosmetic tweaks (#235)

I've increased the space between comments (e2b364d002054455f9f6575264d6f465bf3ed29d), reduced the radius on the corners to match what we were already doing for leaflet popups on the user maps (4a69512ce4d8b4d6e9810c4a09a329403408f1dd) and replaced the title with a permalink (d48b1ccdf2bfe04c714377f32c6e6afed6560f79).
