[openstreetmap-website] Can add notes even when not zoomed in (#415)

If you zoom out to (say) zoom 6, then click the notes button, you get an alert saying "You must zoom in to add a note to the map".

However, the note dialog appears behind this, and when the alert is dismissed, you can still add the note.
