[openstreetmap-website] short links are broken (#416)

Example: http://osm.org/go/0MD11MHhZ-- gets redirected to

    http://www.openstreetmap.org/#18/38.871747851371765/-77.00479924678802

instead of

    http://www.openstreetmap.org/#map=18/38.871747851371765/-77.00479924678802

Also, the number of significant digits should be truncated to 7, I would guess.
