[openstreetmap-website] active 'tab' icon colour is too similar to forest colour (#426)

Have you seen the way active tabs work in iD? John and I are interested in implementing similar interaction here, so the active sidebar is under the tab, providing a consistent white background, with the added bonus of preserving the location of the tabs even if they're open.
