[openstreetmap-website] Infinite redirects (#436)

So, two issues:

* http://www.openstreetmap.org/edit?editor=id reloads -- it should edit at the cookie location, home location, or London.
* /login page should append the URL hash to the hidden 'referer' field.

I'll work on a fix for both of these.
