[openstreetmap-website] Upgrade locate control (#438)

The [locate control](https://github.com/domoritz/leaflet-locatecontrol) offers the "show my location" button in the right hand side map controls. Lately, some issues with events coming in when the control is deactivated and the size of the circle (it should be twice as large as it is) have been fixed. Upgrading to a newer version will make the feature a smoother experience for users.
